2 qaumi nazriye se nazriya Pakistan tak, Pakistan musalmanoon ka woh qaumi watan hai jo bar e sagheer mein do qaumi nazriye ki bunyaad par haasil kya gaya jis ke khadd-o-khaal 23؍march 1940 ki qarardad Lahore mein numaya hain .
is qarardad ko janoobi asia ki poori muslim qoum ki taied haasil thi. 23 March 1940ko all India muslim league ke aam ijlaas mein jo Lahore mein munaqqid sun-hwa tha mein paish ki jane wali qarardad ka matan is lehaaz se munfarid hai ke is mein musalmanoon ke alehda reyaston ke aaeni astrikchr ko wazeh kya gaya hai lekin wifaq se le kar wifaqi akayyon tak dastoori haqooq aur ikhtiyarat ko munazzam shakal mein paish kya gaya hai .
qarardad Lahore is tanazur mein bhi apni aik tareekhi hesiyat rakhti hai ke taqseem hind se qabal bar e sagheer hi do barri mutharrak siyasi partiyon mein se all India muslim league woh jamaat thi jis ne mustaqbil ka reyasti khaka mukammal tor par paish kardiya tha, jab ke indian national congress ki janib se aisa koi iqdaam tareekh ke record par mojood nahi hai .
qiyam Pakistan ke baad riyasat mein abad tamam mazahab aur tehzibon se talluq rakhnay wali bradryan mumlikat ke masawi aur yaksaa shehriat ke haamil gardaane gaye aisi soorat mein doqomi nazriye ko mslmanan bar e sagheer aur Quaid E Azam ki baseerat ke mutabiq tashreeh ki zaroorat thi taakay riyasat ki tamam abadi ko Pakistani qomiat ke sanchay mein dala jasakay, chunancha aeen saaz assembly se talluq rakhnay walay mukhtalif mkatb wendy fikar ke arakeen qaumi assembly aur tamam msalk ke ulama Ikram se taweel mashwaray ke baad Wazeer e Azam Liaqat Ali Khan ne 9؍march 1949ko qarardad maqasad dstorsaz assembly mein paish ki jis ko 4 din tak jari rehne wali behas ke baad 12؍march ko assembly ne Manzoor kya .
2 qaumi nazriye se nazriya Pakistan tak, qarardad maqasid ko assembly mein dayen baazu ke arakeen jis mein miyan Iftikhar Aldeen bhi shaamil thay ki himayat haasil thi. dar haqeeqat qarardad maqasad hi’ ‘ nazriya Pakistan ‘ ‘ ki qanooni aur aaeni shakal hai. is qarardad mein Pakistan mein rehne walay tamam shehrion ko hukoomat saazi mein yaksaa raye dahi ka haq haasil hai. qarardad maqasad ke zariye malik mein rawadari aur bardasht ka mahol ke farogh ko riyasat ki zimma daari qarar diya gaya hai jab ke aqliton ko bhi malik mein –apne mazahab par amal daraamad aur apni sqafton ke azadana farogh ko bhi mumlikat ki zimma darion mein shaamil kya gaya hai .
is terhan qrardad maqasad yaqeenan’ ‘ nazriya Pakistan ‘ ‘ ki tareekh dastaweez hai. jis terhan Pakistan ka qiyam do qaumi nazriye ki bunyaad par amal mein aaya tha usi terhan ab Pakistan ka istehkaam vtrqi nazriya Pakistan se munsalik hai jo qaradad maqasad mein srihan bayan kya gaya hai .
aik janib pehli jung azeem jari thi, jis ke nateejay mein umpires ka wujood khatray mein tha, doosri janib roos mein balshoyk inqilab ke zariye bil akhir soviet jmhoryaon ki aik union qaim horahee thi aur bah nazar gaiyr aik naye nizaam ke sath dar haqeeqat empire hi wujood pa rahi thi. pehli jung azeem ke khatmay ke nateejay mein jis pehli empire ke hissay bakhray hue woh musalmanoon ki sltntِ usmaniya thi aur yahan jung azeem ke faateh mumalik Bartania aur France ki resha dwanyon se muqami abadi par mushtamil qaumi reastain tashkeel Pazeer huien. Albata un khitton ki muqami abadi ki janib se un ki qaumi shanakht ki khwahish ki takmeel bhi Muzmer thi .
saltanat usmaniya jis mein poora mashriq wasti aur Africa kaayk bara khatta shaamil tha, yahan qaumi reyaston ke naam par name noaabadyati nizaam musallat hogaya. dar haqeeqat doosri jung azeem ke nateejay mein Bartanwi , francesi, purtagali aur dutch ka Saam Raji tasallut toot gaya aur sab se pehlay Bar Saghir janoobi asia mein Bartanwi noaabadyat Bharat aur Pakistan ke naam se reastain marzِ wujood mein ayen aur yeh silsila tadir chalta raha .
Pakistan ka qiyam ghirmnqsm hindostan ke musalmanoon ki qaumi riyasat ke tor par marzِ wujood mein aaya. yahan yeh amar qabil zikar hoga ke qoum aur qaumi riyasat ki eslehaath ke mafhuum mein bar e sagheer janoobi asia ke tanazur mein deegar maashron jin mein sarmaya daarana aur ishtiraaki nizaam dono shaamil hain, se mukhtalif hai. duniya ke tamam maashron mein qoum ka tasawwur aur is ke ajzaye tarkeebi mushtarik hain .
2 qaumi nazriye se nazriya Pakistan tak, Pakistan ki tashkeel judaghana muslim qomiat aur do qaumi nazriye ki asaas par qaim hai. is ka matlab yeh hai ke rang o nasal, zaat paat, zabaan o jagrafia ka Pakistan ke nazriati wujood mein koi amal dakhal nahi aur yahi wajah hai ke ghirmnqsm hindostan ke musalmanoon ne aik muslim qoum ki hesiyat mein har imtiaz se balatar ho kar apna haq khodaradit mutalana e Pakistan ki taied mein istemaal kya, jis ka izhaar unhon ne 46 1945 ke intikhabaat mein raye dahi ke zariye kya tha .
agar muslim qomiat ke ilawa geographiyai tashkees qiyam Pakistan ki bunyaad hota to phir mehez un sobon k ilaqon ke musalmanoon ka vote hi is mumlikat ke qiyam ke liye kaafi tha jo Pakistan ki hudood mein shaamil thay, lekin soorat e haal se wazeh hota hai ke ghirmnqsm hindostan ke un muslim aqliati sobon ke musalmanoon ne tehreek Pakistan mein barh charh kar hissa liya jinhein taqseem hind ke agenday ke mutabiq Pakistan mein shamoliat ke bajaye hindostan hi ka hissa rehna tha. Pakistan ki muslim qomiat ke tashkees ko barqarar rakhtay ho ye malik mein shehriat citizenship ka aik aaeni o qanooni dhancha mo jood hai jis ke tehat malik ka har shehri aeen o qanoon aur ke samnay masawi hai aur yaksaa haqooq ka maalik hai .
1867 mein sir syed Ahmed Khan ne Bartanwi viceroy hind ki executive council mein elaan kardiya tha ke hindostan aik brِaazm hai jahan mutadid aqwa meem hain aur ba-hasiat wendy qoum musalman judaghana hesiyat ke haamil hain. yahi woh do qaumi nazriya tha jis par tehreek Pakistan ki imarat manzil bah manzil taamer hui .
isi nazriye ko samnay rakhtay hue sir Sultan Mohammad Shah agha Khan aur nawab mohsin almulk ki qayadat mein muqami viceroy lard minnaton se mulaqaat karkay brِsghir mein judaghana tareeqa intikhab ko manwaya gaya tha. tehreek Pakistan ka yeh safar –apne –apne andaaz se jari raha jis mein daagh dehalvi, molana abdalhlim Sharer , khere baradran, 1930 mein allama Mohammad Iqbal ka khutba wendy ala abad, 1938 mein Sheikh abdalmjid sindhi ki qarardad, 23؍ march 1940 ko molvi abu alqasim fazl Al Haq ki paish kardah qarar dad pakistan aur all india muslim league ke plate form se muntakhib honay walay qanoon saaz idaron ke ijlaas mein Hussain shaheed Soherwerdi ki qarardad tehreek Pakistan ke ahem tareen mourr hain .
qabal azeen 1905 mein muslim o ghirmslm bangal ki taqseem amal mein aa chuki thi jis ko thoray arsay baad hinduo ke ehtijaj ke nateejay mein mansookh kardiya gaya, jab ke 1936 mein Sindh ko Bombay prizidnsi se alehda kralya gaya tha. 1906 mein nawab of dhaka sir Saleem Allah ki qiyam gaah par nawab Waqar almulk ki sadarat mein munaqidah ijlaas mein all India muslim league ka qiyam bhi amal mein agaya tha. darasal hindostan mein judaghana tareeqa e intikhab ka nifaz woh faisla kin marhala tha jis ke zariye muslim qomiat ka alehda wujood tasleem kya gaya .
yahan se tehreek Pakistan ka agla marhala shuru sun-hwa jis mein brِsghir ki muslim qoum ke liye alehda qaumi watan ke mutalbe ka juwaz wazeh hogaya aur isi liye brِsghir mein musalmanoon ke alehda qaumi watan Pakistan ke naaray par munaqqid ho ne walay intikhabaat mein all India muslim league ki kaam yabi ke baais mutalba Pakistan ko baqaida aaeni o qanooni tor par tasleem karliya gaya .
nazriya wendy Pakistan mein muslim qomiat ke mukhtalif tashkees ki wajah se duniya ki taaqat war aqwam ne hindostan ke bar aks Pakistan ki jadeed qaumi shanakht ko qubool nahi kya aur yahi Pakistan mein aalmi quwatoon ki mudakhlat ka sabab bana jis ki sahoolat kaari ke nuqoosh malik bhar mein nazar atay hain .
2 qaumi nazriye se nazriya Pakistan tak, Pakistan ke nazriya qomiat ki kaam yabi ke nateejay mein duniya ke samnay qoum ka aik naya tasawwur ubhar kar samnay aasakta tha jo un ke nazriaat ke liye chilinj ho sakta tha. aaj bhi Bharat mein Pakistan ki abadi ke lag bhag taqreeban 20 crore musalman abad hain lekin jamhoori tarz e hukam rani mein un ka koi hissa nahi. agar utar pardesh ki riyasat mein babri masjid ko shaheed karkay raam mandir taamer kya ja sakta hai to shayad is ka sabab you pi mein musalmanoon ki kam tadaad ki rahaish ho lekin jab waadi Kashmir mein musalmanoon ki ghalib aksariyat ke bawajood Bharat nah sirf waadi mein shayar e islam ki be hurmati karta hai, musalmanoon ka qtlِ aam karta hai aur waadi par ghasibana qabza jama laita hai to is ka wahid sabab hindostan ki markazi hukoomat aur Iqtidaar mein musalmanoon ki mojoodgi o tanasub ka fuqdaan hai .
agar Pakistan marzِ wujood mein nah aata aur Pakistan ke mojooda soobay ghirmnqsm hindostan mein shaamil hotay to un sobon ki ghalib aksariyat bhi hindostan ke hukum ranon aur aksriyati abadi ke reham o karam par hoti aur woh jab chahtay, markaz mein apni ghalib aksariyat ke bil botay par muslim aksriyati sobon mein bhi shar e islam ki be hurmati aur musalmanoon ke haqooq ki pamali ke murtakib hotay. hindostan ke aaj ke halaat is manzar ka jeeta jaagta saboot hain .
aik waqt tha ke Quaid E Azam Mohammad Ali jinah hindostan ki siyasi soorat e haal se nalan hokar inglistan mein rahaish Pazeer hogaye thay, jahan nawabzada Liaqat Ali Khan ne apni shareek wendy hayaat ke hamrah unn se mulaqaat karkay hindostan wapas anay ki dawat di thi. Quaid E Azam ne wapsi par amaadgi ko usooli tor par qubool karte hue Liaqat Ali Khan ko baaz nakaat par wazahat ke liye kaha tha jis ke nateejay mein Liaqat Ali Khan ne wapsi par poooray hindostan ka surway karkay Quaid E Azam ko soorat e haal se aagah kiya tha. Quaid E Azam ki wapsi ke liye allama Mohammad Iqbal , abdalmtin chohadry aur deegar muslim raah numaon ne bhi khutoot arsaal kiye thay .
Quaid E Azam ne hindostan wapas aakar all India muslim league ki tanzeem no ka aaghaz kya. Bartanwi hind mein munaqqid honay walay pehlay sobai intikhabaat mein all India muslim league ko kaam yabi haasil nahi hui jab ke tehreek khilafat ke raah numaon par mushtamil muslim unity board ne baaz ilaqon mein muslim nashiston par kaam yabi haasil ki. nateejatan Quaid E Azam ne unity board ke raah numaon molana Shaukat Ali , chohadry Khaleeq alzman waghera ko muslim league mein shamoliat ki dawat di aur bil akhir muslim unity board Quaid E Azam ki qayadat mein all India muslim league mein shaamil hogaya .
yahan yeh amar qabil zikar hai ke tehreek khilafat ke raah nomaun aur kaarkunon ki muslim league mein shamoliat se qabal party uss terhan mutharrak aur fa-aal nah thi jis terhan un shaksiaat ki shamoliat ke baad dekhnay mein aaya. tehreek khilafat ke raah numaon aur karkunaan ko bar e sagheer mein tareekh ki sab se barri aur azeem al shan awaami tehreek mein molana Mohammad Ali johar ki qayadat mein kaam karne ka wasee tajurbah haasil tha jis ne baad azan muslim league ko munazzam aur mutharrak karne mein tareekhi kirdaar ada kya jo bil akhir qiyam Pakistan par mntj hwa .
qaumi reastain jin ke tashkees ki bunyaad kuch bhi rahi ho, mein shaamil geographiyai akayyon ko un ke munfarid tashkees se mahroom nahi kiya ja sakta aur nah hi is tanazur mein insani fitrat ko nazar andaz kya ja sakta hai. mehez kisi ilaqay mein taraqiyati kaam is ki muqami abadi ko mutmaen nahi kar saktay. taa waqat ya keh khodmqami abadi ko un mein mukammal amal dakhal haasil nah ho. isi terhan muqami abadi ke siyasi aadarsh ko bhi faramosh nahi kiya ja sakta aur is hawalay se bhi un ke tashkees ki baqa ka ihtimaam zaroori hai .
bustiyon aur ilaqon mein deegar maqamat se abadi ki muntaqili ke baray mein muqami abadi ke liye adadi tanasub mein tabdeeli tashweesh ka baais hosakti hai jis ke liye riyasat ko tawatar ke sath aaeni, siyasi, iqtisadi aur samaji islahat karni hon gi. yeh maamla yaqeenan ghortlb hai ke wifaq ka wujood ikhtiyarat ke baghair be maienay hojata hai, kyon keh wifaq mein shumal geographiyai akayyan apni dakhli khudmukhtaari ki qurbani day kar wifaq ki tashkeel karti hain .

2 qaumi nazriye se nazriya Pakistan tak, hindostan ki Bartanwi hukoomat ne jis terhan 1945 / 46 ke intikhabaat ke zariye bar e sagheer mein Pakistan aur Bharat ki domains dominions ke qiyam ka faisla kya tha, isi aُsol par Bartanwi hukoomat’ ‘ desi reyaston’ ‘ mein bhi apni nigrani mein rifrndm ka ineqad karkay un reyaston ki Pakistan ya hindostan mein shamoliat ko bah aasani aur amlan mumkin bnaskti thi, kyonkeh yeh desi reastain mehez’ ‘ dakhli khudmukhtaari’ ‘ tak mehdood theen aur Bartania hi baladst qowat ke tor par mojood tha, lekin aisa nah hwa aur riyasat jammu vkshmir ka tanaza baqi raha aur aqwam mutahidda ki salamti council ki janib se riyasat ke shehrion ko istiswaab raye ke zariye –apne haq khodaradit ke istemaal se mahroom rakha gaya aur yeh sorat e haal aaj bhi mojood hai .
qyamِ Pakistan ko 74 saal honay ko arhay hain. azadi ke waqt riyasat khittay ke mashriq o maghrib mein do bazuoon par mushtamil thi lekin bad qismati se 1971 mein mashriqi Pakistan bngladish mein tabdeel hogaya jis ki wajah se muslim qomiat ke hawalay se do qaumi nazriye ko waqti tor par nuqsaan pouncha lekin nazriya kaam yab ya nakaam nahi hota balkay is ke peirokaar amal daraamad mein kaam yab ya nakaam hotay hain. nazriya aik mutharrak qowat ke tor par nasal dar nasal jari rehta hai .
